Looking at a well known web site it looks like a Wartburg 353 of the sixties.

There are several images of this car online. The puzzle car is actually a scale model. I have seen information, indicating this car was built by karosseriewerk Halle von Clauss. And now, some more pictures:

It never went beyond this scale model which was designed by Clauss Dietel and Lutz Rudolph in cooperation with the Karosseriewerk Halle.
