They are Darla Banks (navigator) and Bo Jett (driver), competitors in the 1964 Mobilgas Economy Run, in front of their '64 Mercury Comet. The locale is Arkansas, I'm going out on a limb guessing it's the Little Rock area.

Someday I may learn to properly read captions. They are at the start of the run, in Pasadena, California.
