I will have to go with a bit of hope on this one.
It is from Czechoslovakia, the Model designation is Z-T2 and it was a prototype radio car for the army built in 1938 in one example. I found one other photo, not yours, in a very reliable reference source and it indicates that it was built by Tatra although it does not actually say so. My concern is that it had a 4 cyl 2 stroke air cooled motor that was not typical for Tatra if I remember correctly.
Regarding the RHD, Czechoslovakia drove on the left until after they capitulated.
Edit: A little more looking and I now believe it was made by Zbrojovka Brno. All their vehicles started with Z-xxx
and they used air cooled two stroke 4 cyl motors.
