This wasn't easy, I find reading German Gothic letters extremely difficult, but I finally found the name of the person responsible for this rare body an Englishman, Mr. Heap Holland, but really William Heap Holland, probably created to demonstrate his mudguard design.

I also found Mr. Holland's US Patent Application filed December 19, 1913. Serial No. 807,670.

"Be it known that I, WILLIAM HEAP HOLLAND, a subject of the King of Great Britain and Ireland, and a resident of Alderley Edge,.in the county of Chester, England, have invented new and useful Improvements in Mud-Guards for Motor-Vehicles, of which the following is a specification."

Patent Aug 18 (my birthday ;D)
