It appears so, yes, so to save some time and replies let's call this solved.

This was Michael Conrad's winning 1966 entry to a competition organized by Hamburger Hochbahn AG for new city bus designs. It was presented in a 10m and 12m variant.

Given the age of the competition I think it's a remarkably modern and accurate design.

Although I have been living in or near Hamburg all my life and am riding Hochbahn buses every day, I haven't heard or seen of this one before.

Well inevitably it would just have turned into a game of going down the list that already exists, nothing really sporting about that to make you have to go through it so what the hell!

I don't know if it was ever produced or licenced out to another manufacturer to make, unfortunately my source doesn't go over what eventually happened to it, so unless you were aware of this specific competition being held I don't think you could realistically have known. 
(Or had my source, of course...)
