Hubert L. Brundage, Porsche dealer from Florida had the idea of a Formula Junior racecar on VW Beetle base. In 1958 he sent a brandnew Beetle to Nardi in Torino in order to build such a racecar. The "Nardi" became the first Formula Vee predecessor.

Looks quite like stock pre 66 VW transverse torsion bar / trailing arm suspension ,

I said you were getting closer.. ;)  Well done, as this is indeed the Nardi-Brundage Formula Junior, a VW-powered precursor to the Formula V movement.  Another point to you.
