Yeah I don't know why it was reported as such. The photo is my own, and I spoke to David at the motorshow regarding the car and the company. I don't remember much about it anymore, but I always had the company noted down with the pictures! Internet searches with the name involved certainly brings it up.

All the websites I found reports just that: he and his wife built those cars in their backyard. Did you find any website reporting that Company or was it Walter's idea to create it?

Unfortunately I haven't found any information about it yet.

You are absolutely correct, this is indeed Tom Karen's Rascal 600 project! I understand it to have been prior to his joining Ogle. I'll add this picture and some other images I have to the Rascal thread that exists already here on AP.
