It's a Townend 581 from about 1960 made by G & R Townend Ltd. of Sheffield.

It is a Townend. It is not an 581, which was already a puzzle before:

G & R Townend called it the 581 (see picture below)!
Although they mention their imminent new '600' model they couldn't picture it because it's believed none were ever actually made...
