I think that's a 1914? GP car, but was the actual photo was taken much later?

For some reason I though this puzzle was locked.  I do not know the answer!

I reckon it could be the US - was the owner someone like Ralph de Palma ?

This photo was not made in USofA and the person we are looking for is not Mr. de Palma.

Photo and car are not 1914, but from just some years after WW1.
