Well, I have a 500-page book about Colani and I can't find this car in it. But it looks fairly similar to one of the projects drawn for his YLEM manifest in 1971, an electric car with tilting wheels so that it can be driven inside a tube (don't ask me why). Is it related to the puzzle ?

I think that's good enough for the point! It is indeed part of Colani's YLEM oeuvre. The mechanical basis is much less exotic than the one you describe - it's a VW Beetle!

Found the same picture!

Too late, but here's what's written above the photo:

Highway Cruiser "YLEM". Developed n 1959. Starting about this time, Colani began to aggressively apply aerodynamics into car design in strong opposition to conventional concepts about cars. This is rear-engined four-seater, using VW Beetle-engine.
