I just read an article about this one ... can't find it again but I think its a Japanese manufacturer that builds several copy cat cars.

This is a "build to order" OPTI LS300, they also build copies of the Renault 4 and the Mini with varying degrees of success.

I believe this is called the "Spunky" by ESB. Japanese translator program is a bit difficult.
