I'm sorry, but I too question the accuracy of this identification.
Given the helmets worn by the persons we could see, I thought it might have been something British but the article I assume everyone is referring too shows it is in the US in 1942.  Such helmets were still in use in some US Home Forces at that time.

Despite the fact that the Historian involved says it is a Juvaquatre, I have to wonder if he is not off target here.  Such a car could have rarely ended up in California in 1942 and then be used as a basis for a "Universal" military vehicle.

But then, stranger things have happened.  I hope someone has a final answer to this one.

I'm actually not questioning that it's based on a Juvaquatre : it definitely is, down to the hubs and wheels that I thought were Kdf/VW but are indeed original Juvaquatre items. I'm only surprised that it has been used as a base for an American prototype.
