It looks like a smallish car, so based on a saloon car from the European Continent? France, perhaps?

1936 Talbot T120 with Cabriolet body by Graber, originally built as second body for a 1937 Talbot T150 Figoni & Falaschi Coupé which was destroyed in an accident.
