That's partly correct. ULSAB was the project name, so it's not made
by them.

My first thought was someone like Alcoa (promoting the use of aluminum), or someone like BASF (promoting the use of plastics), but I can not determine if either of these manufacturers has a significant presence in Southfield, MI. However I did discover that ThyssenKrupp does have a Southfield presence, so might they be behind this vehicle proposal?

Not ThyssenKrupp, but your thinking is spot on.
To hopefully clarify, this was created by a company in several different states, the subdivision that oversaw this project of which based in Southfield (is my understanding, at least). The other associated company behind some portion of the design is European, and very well known.
Anything to do with IAC (International Automotive Components)? They are European based, but have a facility in Southfield. I understand that they have been known for doing automotive interiors, but also do body components such as bumpers.

No, the two companies are completely separate, one based in the US the other European, I don't believe they have any overlap whatsoever. Not IAC.
