That's the car although I have it as competing in the 1940 Mille Miglia.
The unaltered view -
I've this photo:

my source says that was the XII 1000 Miglia of 1938.
there is an interview by Vittorio Mussolini to an italian newspaper (Corriere della Sera) in 1998 who says ".... I've driven in 1938 the Mille Miglia with Orlando Piperno and I'm arrived 10th")

Thanks for that extra information and a much better photo, thorax.
I'll alter the title accordingly.
For one point, please identify this car, the coachbuilder and the year.
Experts?
is it a goliath?
Not a Goliath.
is it a jawa?
Is there any connection to Panhard?
Not Jawa or Panhard.
was this the only one ever built?
I believe so.
is it german?
Not German.
Hard to judge a scale, but is it a very small Italian special?
I would say it´s very special. :)
And yes, it´s Italian.
It looks as if it may be on a Topolino chassis, suitably modified in terms of length. Correct?
No, not a Topolino. It´s a special car, made for a race team.
Just found out that my previous JPG #254 was a repost, sorry guys.

It is correct. In 1940, a car of the same type with the number 49 was driven by Donati and Massimiani.
