What's this, from where and when, and based on what?  For 1 point.

ANYONE FOUND GIVING ANSWERS GLEANED BY USING GOOGLE SEARCH BY IMAGE MAY BE BANNED FOR AN INDETERMINATE PERIOD!

No - that would be bending the rules!
I deleted the number plate (which you can see if you look carefully).
Here's another picture with the number plate still there but the registration obliterated:

No, I don't have a name.
The only info I have that I'm still missing is when it was built and roughly where; that would be enough to secure the point now.
However, as you know you may not reply as I told you already the 'site where I got the picture from!

What I have got is a picture of the puzzle car during construction by the father of the lad pictured below:

Not sure about Ukraine (I've accepted Russia already as where it was built..) but 1965 is not correct.

hi there,I found some information about this little car,its called Syberia Probe 1971 it had 1200cc zaporozhets engine,it was claimed to be very reliable.I couldn,t find a name for the builder though.
