Experts?
It looks like a truncated Mini, I have seen a few of these at shows but never new they were build for any reason only to look silly?
It's a modified Mini of course, but it was built for a specific purpose.

Movie prop?
Yes, though for TV rather than cinema I think.
Was it for childrens' TV? That grille looks as if it was deliberately styled to look like a smile.... ;D
Yes, it was for a kids' series.
Good start but lots more needed for the point!

I've never heard of the series before but checking on-line it seems it's not British.

This car is called "Sammy" and was meant to be a character in "The Adventures of Sammy Siren" series
Exactly!
Well done.
Thanks for the point.
Are you sure the series is American ? I haven't found any evidence relating "Sammy" with the US:
- The base car is English
- "Sammy" is registered in UK
- It was for sale on eBay.co.uk and the ad was published by a seller based in UK
- "Sammy Siren adventure" book was written by an English author (Michael Alan Brigden) and published by an English company (Cargocycle Ltd)

That's right, and when I was going to set the puzzle I assumed it was English.
But I couldn't find any mention of it on UK TV, but I did come across something from the US and looked into it further.
I recall finding that the series was made by an American company and it was shown on American TV, so I changed all the details! I've deleted everything now but will look into it and see if I can find the information again.
