I'd say it's a two-cylinder 3½ h.p. Peugeot of 1896 - it seems that the owner believes that's the date too!

And right you are! It is a Peugeot Type 8 with a two-cylinder 3½ h.p. engine. It was the first car in Hamburg, owned by Richard von Raffay. I hope it survived the giant fire at the Raffay collection (http://www.autopuzzles.com/forum/index.php?topic=14571.msg147202#msg147202).

Yes, I thought it could be the v Raffay car, but apart from the Hamburg numberplate there's nothing in the photo to say that would be right.
