Leonard Witton, builder of the Tiger, joined Keith W. Jephcott to built his kit cars in Vancouver in late 60s early 70s.

Are there any further info about it?
I'll bet it was built by Leonard Fredrick Hugh Witton and I'd love to see a decent pic of it.
In the meantime I'll award a point to Oguerrerob and I hope there will be someone who will find a definitive proof of its builder's name for the other point!

His nephew has commented on his other cars, in other forums (and was also selling his house at one point). Perhaps the question could be asked of him?
