Well it must be a very low-slung Austin 7 special but I can't say I've seen it.
The tall hood gives a sense of scale as it must be just high enough to cover the seated occupant.
Someone called John Gasking had a special of very similar build, so perhaps it's one of his.

It's an Austin 7 Special, owned in Australia by a schoolfriend of Kym Ninnes. I don't think he was the owner/builder.

Clearly you've found the car, and you're right, Kym Ninnes is not the one who built it (I think I was getting confused with the bottom paragraph about the car he did build, but that was Mazda MX-5 powered so it obviously isn't the one pictured).

The car pictured was built around 1963.

It was surprisingly easy to find - I'm baffled as to why it reached the Pros. The car Kym Ninnes built was a Clemente, an Australian kit car akin to a Lotus 7.
