It is the OSCAR (Open Source Car), built by the Akasol project at Technische Hochschule Darmstadt. It started in the 1990s as the Akabine light electric car. We had one of their earlier project cars before, the Chili: http://www.autopuzzles.com/forum/index.php?topic=6042
