Is this a Hillman? Or extending it further, is it part of the Rootes group?

Was it made in Europe?

The particular car shown might have been but production was not intended to take place in Europe.

Herald based?

Yes; I should have hidden those hub-caps!

Hub-caps or Triumph Heralds?!
Not a Carmel and not Israeli - despite appearances!

hubcaps, though there are enough spares for half another herald...

There were some Greek ones too on the same moulds, zafer 12/50?

Zafer is right, but it's not Greek (don't forget the earlier statement that production was not intended to take place in Europe).
Locked for you to try again.

Correct!
The plan was for TOE to build it in Kocaeli province in the Asian part of Turkey, but in fact only this one prototype was ever built and the project was canned.  I have also seen it referred to as "Victory-Triumph" but I don't know if it was official or not.  Another title was "Zafer Triumph 12/50".

Well done.

The picture doesn't show "this" prototype. The background is the city of Haifa, where the Sabra was built. The picture was taken from this brochure:

Budget Restrictions.

Triumph figured most folks wouldn't know one port from another.

Quite so.
That particular could have been built in any one of  number of places; perhaps in Staffordshire, England!
