You're right that it's part of the Europa Jeep project for an amphibious 4x4 to be built by Germany, France and Italy, though this wasn't the Fiat design or from 1968.

The excitement of autopuzzles keeps me going,I did find additional information stating it was to be the fourth company that made a proposal for jeeps to be used by the united European army. The combination of Glas/ Man, fiat and Renault had plans in 1960,but never got off the ground.the engines used were either water-cooled 4-cylinder BMW 2000-1111990 cc 80hp or air-cooled 4-cylinder M.A.N.L9094 FMV 70 hp?

Yes, that's correct, versions were proposed by the different companies from the different countries.
