What's this, from when, built by whom and based on what - for 1 point?:

Is this a modern interpretation of a more classic design?

Yes!
Wow, talk about an obscure vehicle!
The base car for this puzzle car is a 1 year only product registered as Alti and sold primarily overseas in 1984.
Labeled as an Alti Cord Convertible on some sites this one was customized by its present owner Bill Kingwell.
I must say I like the improvements he made over the original version shown below.
You found it!
But the questions remain: who built these cars (84 of them I'm led to believe..) and on what production vehicle were they based?
Locked for you!
This car was factory built in 1984. A total of 51 Altis were constructed and all but one of them ended up overseas. The manufacturer kept one car for himself.

It was factory built, yes, but what was the name of the factory/company?
Ah, 51 not 84... Still, it's quite a number in view of how obscure the car is.
But it was based on a standard production model you could buy in the showroom anywhere in the US.
What car was that?
Still locked!
Built with a 305 V8 would make the base vehicle a GM product and the original taillights from a Monte Carlo might indicate that it was the donor vehicle.

Chevy is right!
Now, who built them?
Below is the front of another one but I'm not sure if it's the standard front or the modified Bill Kingswell car. The colour doesn't tell you anything as the only pictures I've seen have all been the same colour!
It's the front view of the puzzle car so I believe it is the standard car.
Your puzzle car was customized to more closely resemble an old car by Bill Kingwell the present (I assume) owner.
All I can come up with is it was manufactured by the ALTI corporation.
Here is the original front end
The rear picture I found has a blurry image ...... might say ALTI by Scottsdale Custom Cars????????
Got it! Scottsdale Custom Coach made the ALTI!!!!!!
The car had a chassis of the Pontiac Sunbird and Chevrolet V8 engine.
In the years 1985 through 1988 production continued under the brand Armaretta, by a California company named Lerin Coach Corp. located in Reseda CA. A total of 30 cars were built under the name Armaretta as Cabriolets, coupes and one single 4 door sedan.

Yes, that's the manufacturer I was looking for!
And there's some new information about it too; that could have been a separate puzzle!
