Yes, it's one of Ernst Neumann-Neander's "Fahrmaschine", which some translate as "Riding Machines" and some as "Driving Machines".  Actually it literally means "Travelling Machines"; he didn't like calling his creations either cars or motorcycles!

He didn't seem to give individual ones names either; maybe numbers? I think I might have seen this one referred to as Nr. 17.
