That's the car and driver, yes, but it's not in Eritrea.

The site's in Portugese, not my strong point. Are you looking for Angola? Although the heading names that country, I was under the impression that the site concerned racing in several African countries.

I think you're right!
Here's the original photo; is that an Eritrea registration? I don't know much (anything!) about Eritrea registration numbers!
