I'd never heard of the maker but now I know who it is they have a lot of history and many products and do indeed seem to be well-known.

Why the car is referred to as "1939" is a mystery, as it was built in the 21st century using 1948 Ford mechanicals and a 1948 Ford flathead V8, in the style of a period roadster (though it doesn't look as early as 1939 to me).
Apparently Mr Normand is well-known for his creations, and there have been many of them down the years. He doesn't take commissions but makes only what he wants, usually around one per year. Googling him turns up many facts, including that his collection of model cars was auctioned in the UK recently!

The name of the car doesn't make sense at all (neither a King Cobra nor made in 1939) which probably made it more difficult to find.
