It looks like a modified Tornado Tempest to me.

Djetset is correct, and it was restored in Holland, which is why it's LHD. I'm pretty sure a small company like Tornado didn't make cars for export in LHD.

I've even found the website for the restoration company, but alas they don't mention what the base car is. Ford 1172 cc sidevalve?
I must be right - that's what it says on Wikipedia

Yes, usually the Tempest used the faithful Ford sidevalve engine.  Tornado did build a few LHD cars for export, mainly for the North American markets.

It is Arie Van Wijngaarden's Lawler Special and it is said to be based on a Tornado Typhoon.

Yes, that's the car.
I can find very little about it on the 'Net, like who built it or why it's called the Lawler Special.
It's clearly a Tornado Typhoon body but what's underneath?  Something interesting by the looks of it!
