This is the Luka EV, an open source project with in-wheel electric motors built in Plzen, Czech Republic by an outfit named MW Motors (apparently just a guy named Maurice Ward and some mates working in his garage), although now it seems from the official website that they want to sell it though a different company called Z Technics

It's not a replica. But the inspiration from the Tatra JK 2500 is visible.
