What is this?
I know just the driver.
1 point for driver & car.

I don't know the driver, but the car was made in 1928 by Jack Landon and was used by Marion Davies in "The Cardboard Lover"
"Willys Knight radiator ornament; knight's helmet eye shield décor over the headlights and radiator shell; spear treatment along the belt line"

I think I also found the driver:
"Flash (1934) the MGM dog (a Hollywood star in his own rights) With the box office magic generated at Warner Bothers by Rin Tin Tin, other film studios were keen to find their own lucrative dog heroes. Flash was a German Shepherd, who appeared as a puppy in HIS MASTER'S VOICE in 1925, followed by another eight films for MGM, before honourably retiring in 1938."

He could also drive motorcycles

This is the 1929 MGM "Super-Sport" movie car, here with Conrad Nagel as a driver:
