What can this be? Name of the vehicle, and who built it, for one point. My apologies for the poor photo.

Yes, one of the craziest racing cars of all time. It was built as you say by Ian Bracey (later famous for the Ibec cars) and Sir Jon Samuel as an attempt to get round regulations. Power was a 500cc Triumph motorbike engine, giving a ridiculous power:weight ratio. There was no suspension at all.

Puts me in mind of Tico Martini, whose "car" was a puzzle in 2009.
Sadly the photos are no longer there and nor is "250GTO" who set the puzzle.
