Soviet Union, Moskvich engined?
Yes, Soviet Union, in fact Russian I think. But the engine is not Moskvich.

Second car - GM-20 (ГМ-20) 1957-58 (engine, transmission, brakes, wheels from GAZ-M20)
The cars were built in the car repair factory of the Leningrad Military District by V.G. Shakhverdov (В. Г. Шахвердов)
№27, driver - V.G. Shakhverdov (В. Г. Шахвердов)
№28, driver - M. Kovalev (М. Ковалев)
