Not that state, but I think you have an idea about what this might be. The marque has a confusing history.

if I look for electric cars in 1903 at a well known site, the first result is Columbia. So is this a Columbia?

Point to you. My notes say 1902 but I don't think it matters. Everything seems so complicated with the history of the company and its products.
