This car is build in The Netherlands, at the technical school in Zaandam as a project to show how a car is made.
The car is made by students in a seperate room of the school, most of the time after school hours.

The car is build in 1970-1972 and know to be driven once in 1974. After 1974 the car vanished. It is based on a Ford Anglia.

Yes! This puzzle was virtually impossible to solve...the owner himself doesn't know much about it and if you saw that car at Padova last year (where I took this pic) you probably have seen the papers: in those pages there are just the emails I sent them long ago with the story of the car I've been able to re-built thanks to matramurena, who actually found out the background of it and was able to contact some of the builders too.
The story is not yet completely discovered and details are coming from time to time, but the car was built at the technical school in Zaandam and if you noticed some similarities with the Havas the reason is that Age Lammertsma, who was an automotive teacher on the Lower Technical School in Zaandam,  was also the owner of the Havas at the same time this special was being built. They most likely took it as an example.

It's the same car than SAC#599 ( Simca gordini ) and MJW#1061 ( Havas ) ?

No, it is not an Havas. They used the Havas as a model. Van As only build one Simca powered car. Also the puzzles you mentioned are both the same car as mine. Which is indeed the same as the picture you attached. (In fact the "Gordini" (Which isnt a Gordini at all!) is a repost of the first one)

The car used in this puzzle is made in end 60's and begin 70's at the technical school in Zaandam.

That is a copy/paste of the email I sent them long ago.
In that email the story was still incomplete and the underlined part is actually the translation of the passage about Havas taken from Autodesign in Nederland. Then I added few info Matramurena gave me.
In the last 3 lines of your pic, I was explaining the new facts we discovered.
