Lots of Googling for "Fiat Topolino Special" or "Fiat 500 Special"!
So far can find no other mention of the car but will carry on looking.
Neither Maremma Press not Fiorenzo Linicchi websites are any help.
I find these sites which show a picture of a car but absolutely no mention of what it is, not even its name in a caption, intensely annoying!
It's probably of no help, but the license plate appears to be from 1955.

I live near the place where Otto built this car (GR stands for Grosseto, the city I live in) and I have never heard of him...
I've been several times to the Fiera del Madonnino and probably I met him too because he was there more than once with his Ford Model T (that I remember)...
There is not a single line about him in all my books but a magazine I just found in a pile I received not long ago.
Googling 'Otto Semplici', is virtually useless because it means 'Eight simple' and I read thousands of ...eight simple rules for this and that!
I couldn't find anything more myself knowing the answer!

The other barchetta is a Fiat Topolino 500 C Mille Miglia 1952, built by Enrico Vinciguerra.
I've found a few more pictures.
Apparently the registration number is from 1955.
