There seems to be a barrel in place of the bonnet : is this vehicle used to sell beer or wine ?

There's a typo in the thread's title : it should be La Roulotte instead of La Roulette. Both words are correct French but the meaning is not the same !

I would also argue that this car is not related to a regional festival but to a Catholic religious celebration : "Les fêtes de la Mi-Carême" roughly means "Celebrations held halfway of the Lent period".
