It's almost certainly American, from 1907-1910. That detail on the radiator is very interesting, but I can't find the answer!

1909 Stoddard-Dayton Model K Indy Car, No 21, was driven by Jap Clemens and participated in first races at the Indianapolis Motor Speedway, in 1909.
