I can't find any place called Japan in the Philippines, so is it from Japan or the Philippines ?

The vehicle was a joint venture.
Neues Co. was/is a subsidiary of NKC Metal Works of Osaka, Japan jointly owned by them and Kart Plaza of the Philippines.

The concept was based on the famous Jeepney taxi vehicles that populated Philippine cities and towns for decades after
the end of the 2nd World War that were based on surplus Jeeps.
