It looks as an EAGLE TANDEM of 1899 made in the UK by Ralph Jackson in Altringham, Cheshire.

My source says that this vehicle was first made by Ralph Jackson from 1899 to 1901 when it was taken over by Sydney Begbie creating the Eagle Engineering & Motor Co. Ltd.

Sorry I forgot to give you the name of the first company, the one created by Ralph Jackson, its name was Century Engineering & Motor Co Limited. I hope that this is the name that you were asking.
