Let's find the right direction: a coachbuilt/modified Fiat car or a A CKD foreign model like NSU/Neckar?

A foreign Fiat

That's a clone of the 1960 Fiat 1100 Export and - as far as I know - it was only made in Germany by NSU-Fiat. So, if not the later Europa, the NSU-Fiat 1100 Neckar.

Not German, thus not a NSU-Fiat or Neckar

 I'm not aware of any other foreign production of that version.
Let's make some attempts. Made in Belgium or anyway in Europe?

Belgium is the place to look.  :)

Ok, there was a local assembly factory that made the former 1100/103. I was not aware they worked until the early 60s, but that car is a good proof of that.
The company name should be SAMAF and the car - if didn't change the name from the older series - is the Urania.

Yes, a Fiat Urania, built by Samaf:

Wonderful brochure: now I know they also made the following 1100 D. I definitely had to review my timeline about that company.
