That's a clone of the 1960 Fiat 1100 Export and - as far as I know - it was only made in Germany by NSU-Fiat. So, if not the later Europa, the NSU-Fiat 1100 Neckar.

Ok, there was a local assembly factory that made the former 1100/103. I was not aware they worked until the early 60s, but that car is a good proof of that.
The company name should be SAMAF and the car - if didn't change the name from the older series - is the Urania.
