Obviously a VW Beetle, but not  from the 1960s.

The VW Beetle is pre-1953 due to its split rear window.  The person looks as if he is some sort of professional driver, as in taxi driver, etc.  There is snow on the ground, which may only indicate the season, but it suggests to me that this may be a winter sports area.  Therefore, I conclude that the structure on top of the vehicle may be used for transporting lengthy sports equipment (skis, toboggans, sleds, etc.) of transported riders.

Well it looks rather downscale, but the platform looks about the right size.  Could this be a economy hearse, with the roof structure used to support a casket?

Shamrock is right. It is an ambulance conversion, done by Miesen in 1949.
