Yes, but the individual is not totally obscure. He was mentioned at AP before.

I only know of one other car that he designed from scratch, and of that I don't know where the engine was supposed to be.

To recap: We are looking for the author of a proposal drawing for an unbuilt Austrian automobile who was unconnected with an automobile manufacturer, but was not unknown in the automotive world in that he has been previously mentioned on AP. In my opinion the drawing shown really doesn't look like one produced by an automobile designer, but rather a drawing by an engineer, and more specifically a structural engineer or perhaps an architect.
After a good deal of research I have come across an individual, mentioned twice on AP, who was Austrian, trained as an engineer and architect, a motorcycle racer, and became a well known motor vehicle traveler to numerous exotic destinations. I have been unable to confirm that he ever designed an automobile(s) but everything else seems to fit the profile requirements. So was the author of the puzzle proposal Max Reisch?

It is a microcar conceived by Max Reisch during 1952/54.
