Yes, correct! It is also known as Troostscher Lastzug, named after Oberleutnant a.D. Troost who commissioned these truck-trailer combinations (the world's first) for South West Africa.

Was the uniformed gentleman on the last trailer some sort of steersman for the last part of the land train?

It looks like a "Bremser", a man operating the trailer brakes. Many truck trailers had such a brake operator seat or even a cabin.

The lever he is holding on to with his right hand would be a braking lever, not a steering lever.
