I'm pretty sure the back of the car would be a big clue...is it a device to monitor what is behind? Like measuring the space above before passing with an high load?

The back of the car will be no help, as the device is concentrated on the front of the car (for good reasons).

Yes, correct! I'm not sure about the model, could be a G10. The license plate is an army plate, issued from 1914 to 1919.

The wire-cutting device seems strangely sophisticated compared to the simple steel slope welded to the front bumper of some WWII Jeeps and Dodges. German engineering versus American down-to-earthness ?
