Philippe Devant is a specialist of scooters and voiturettes.  He bought this car found in eBay, but didn't find who build it, as he tells on his blog, as of 8 June 2007.

I think Monsieur Devant just bought a photo of this car, not the car itself. He was looking for a person with a certain name, but didn't succeed. I think you can find the name googling for the available information. Still locked for you.

Maybe he just bought a photo. The only other name I could find is Gael Calvo, but it seems to me that on his blog Stabilcar as of 22 January 2009 he's just referring to an article in the magazine Le Scooter n°73 from may 1958.  Here is the puzzle photo, but no name to identify who build it or who owns it.  Sorry.
