No doubt about the base car.
For one point, please respond and identify the coachbuilder and the purpose of this car.

1960 VW Karmann Beetle Cabriolet Conversion Dutch Police
You are right, except that the conversion was not done by Karmann. Locked for you.
Bakker from The Hague made the top
They were called "halfje wit" wich is refering to a halve loaf of white bread.
I've also seen the forum post that the top was supplied by Bakker, but I have a different name as responsible for the conversion. Still locked for you.

A "half wit" is what my wife likes to refer to me as!
(And it doesn't have anything to do with white bread in English...!)
;D

No, that is the Wolfsburg emblem that was applied by Volkswagen on most of the Beeles in the 1950s and early 1960s. Below you can see this and the Hebmüller emblem:

I am short of time just now, but could it be Beutler from Switzerland?
Here is a similar Porsche which the Dutch Police purchased in the hundreds.
Bill
Not Beutler, not Swiss.
The connection to the early soft-window 911 Targa is interesting.
Made by a Dutch coachbuilder ?
The conversion was done by a Dutch company.
Ben Pon ?
No
Is the company a VW dealer ?
Yes, should be a matter of minutes now.
Auto Hoogenboom ?
No
Is/was the dealer located in Den Haag ?
Yes
Wittebrug ?
Yes :)
More information:
Some more holdovers from my research on this puzzle.
A VW Fire Car 1961 supplied by Wittebrug.
A Police Jeep mockup 1949. Up until replaced by VW variants in the early 1950's almost all Dutch Police vehicles were based on war surplus and later new Jeeps.
VW Karmann convertible Police Cars 1957, possibly also supplied by Wittebrug.
The modified Jeep would have been a nice puzzle. ;)
