That would be a 1958 VW Beetle, customized over the course of several years for Will.I.Am.  Estimated cost around $900K.

In 2009, the Beetle was worked on by The Garage of Stuart, FL.  In 2011, he sent the car to West Coast Customs. 

I believe it has a Corvette engine.
