It is a French design concept for an urban car. If it would turn out to fulfill the legal restrictions of a VSP, I don't know.

Okay, next up came a Google search in French (ecole "concours" "design" "urbain" "voiture" site:.fr) which yielded this:
Solution écolo de mobilité urbaine, Icare a été imaginée par neuf étudiants sous la direction de Monsieur Twingo, alias Yves Dubreuil. Issus de l'École de design Nantes Atlantique, de l'École supérieure des sciences commerciales d'Angers (ESSCA) et de l'École des arts et métiers, les voilà Lauréats du concours Dream4car.

Well found! It is the Icare design proposal which won the Dream4car competition in 2012.

Aaa argh! I just found this in a magazine the second Pal uploaded the answer. I seem to be good at setting up the goals, but rarely scoring  :-\
