Is it based off a german car brand, to make this small car?

That car is an mixture of many different cars that were presumably put together by Albert Vicentini in either Germany or Switzerland :

Chassis: homemade using 50 mm steel tubes
Front axle: BMW Isetta
Rear axle: NSU TT
Engine: NSU TT (replaced later by an unknown racing engine)
Drum brakes front and rear: Jaguar
Front wheels: Austin Mini (10 inches)
Rear wheels: NSU 1000 (12 inches)
Body: homemade with a Goggomobil rear window.

Weight: 390 kg
Top speed: around 200 km/h

I could not find a name nor a date for the car.
